FREEDOM OF INFORMATION "N, opinion" N, Expression "NY Diffusion" N OF THOUGHT, in relation "N THE RIGHT OF PRIVACY Introduction: The right to information occupies a prominent place in democratic societies, because its realization is provided necessary for the free and responsible participation of citizens in the political community. Similarly the right to privacy must be protected so that citizens can live with dignity. In Latin America, the constitutional orders are not characterized by stability, they often vary their disposisicones promulgated new, this is due to its political and social reality. To cite one example, Mexico has about 250 reforms. However, the right to information, in the Constitution of Peru, has been slow to develop, therefore unalterable under the maintenance of its provisions relating to the matter. A limitation on the right to information is on the right to privacy, which is part of the same of personal rights. All Peruvian constitutions since the first of 1823 to 1993, recognizes the inviolability of the secrecy of letters or correspondence, which forms what is now known as the right to privacy and inalienable rights of the individual.

Generally, the tension between freedom of information, opinion, expression and dissemination of ideas in relation to the right of privacy, occurs because the right to active participation in public life are intimately linked to access to information, which normally reaches citizens through social media. And they sometimes exercise their right to report such a way that violates other rights of constitutional status as the right to privacy, in that sense we consider the following: 1. Can the media from reporting on the private lives of citizens?.
